Explosive Properties of hydrazine hydrate were tested accordin to the UN Test Series 1 and 2 showing no explosive properties of the test item (Currenta, 2010).
Reference

According to the UN Manual of Tests and Criteria, further testing towards a propagation of detonation in a steel tube (UN 1(a) and UN 1(b)) is required if the result of the Trauzl test is "not low", and no further testing for propagation of detonation is required if the Trauzl test yields the answer "no". However, due to the toxic and cancerogenic properties of Hydrazine and concerns of workplace safety, the steel tube tests could not be performed. The results of the Trauzl test appear to be closer to the lower border line of the test criteria, which means that in tests 1(a) and 2(a) a negative result ("-") would be anticipated.
Therefore, it is to be concluded that the following final results are obtained:
Test Series 1 ("Is it an explosive susbtance ?"): No
Test Series 2: ("Is the substance too insensitive for acceptance into Class 1?"): Yes

Based on the available information, hydrazine hydrate does not fulfill the criterion for classification according to the EC regulation No 1272/2008, Annex I.
