Authorities responsible for REACH and CLP enforcement

The responsibility for REACH and CLP enforcement in Estonia is allocated to five enforcing authorities: The Health Board, The Labour Inspectorate, The Environmental Inspectorate, The Consumer Protection Board and Estonian Tax and Customs Board.

• The Health Board - focuses on chemical substances on their own, in mixtures and articles (manufacture, import, wholesale)
• The Labour Inspectorate - focuses on the working environment and workers' protection
• The Environmental Inspectorate - focuses on environmental hazards during manufacture and professional use of substances;
• The Consumer Protection Board www.tka.riik.ee - focuses on articles, substances and mixtures at the retailers
• Estonian Tax and Customs Board - focuses on controls cross border flow of chemicals and articles.

Authorities responsible for Biocides enforcement

The responsibility for BPR enforcement is allocated to six enforcing authorities:

The Health Board – focuses on compliance of biocidal products with the requirements established to making biocidal products and treated articles available and on wholesale of products (manufacture, import, wholesale), as well as on compliance with the requirements established to biocidal products and the use thereof by professional providers of the pest control service;

The Consumer Protection Board – focuses on adherence to the requirements established to making biocidal products and treated articles available on the retail market;

The Labour Inspectorate – focuses on adherence to the requirements established to the use of biocidal products in the working environment and workers’ protection;

The Environmental Inspectorate – focuses on adherence to the requirements established to the use of biocidal products from the point of view of environmental hazardousness at the objects of supervision of the field;

The Veterinary and Food Board – focuses on adherence to the requirements established to the use of biocidal products from the point of view of animal health and the feed and food safety at the objects of supervision of the field;

The Tax and Customs Board – focuses on the adherence to the requirements established to making biocidal products available upon entering the Community market.

Authorities responsible for POPs enforcement

The responsibility for POPs regulation enforcement is allocated to the Environmental Inspectorate and local governments or local government agencies.
