National Inspectorates - Bulgaria

In Bulgaria, REACH, CLP, POP and PIC Regulations are implemented by the legal framework, provided by the Act on the Protection Against the Harmful Impact of Chemical Substances and Mixtures. It allocates the responsibility for the REACH, CLP, POP and PIC enforcement to a number of enforcing authorities. The Act requires other competent authorities to cooperate and share information with the bodies responsible for the REACH, CLP, POP and PIC enforcement and specifies the necessity for coordinated and harmonized enforcement by the means of, inter alia, joint inspections and common enforcement guidelines. The Act also lays down the offences and penalties for contraventions of REACH, CLP, POP and PIC requirements.

Authorities responsible for REACH, CLP, POP and PIC enforcement

The authorities with responsibilities to enforce REACH and CLP in Bulgaria are those who are legally appointed to protect and control the human health, occupational safety, and the environment:

  • Ministry of Environment and Water (MoEW) through the Regional inspectorates for environment and water
  • Ministry of Health (MoH) through the Regional inspectorates for protection and control of public health
  • Executive Agency "General Labour Inspectorate" within the Ministry of Labour and Social Policy

In addition, the Bulgarian Food Safety Agency is responsible for the enforcement of the classification, packaging and labelling and safety data sheets of the plant protection products placed on the market or intended for export as provided for by the Plant Protection Act.

In Bulgaria, BPR Regulation is implemented by the legal framework, provided by Act on the Protection Against the Harmful Impact of Chemical Substances and Mixtures.
