Public consultation launched on a proposal for revision of the harmonised classification and labelling on bisphenol A
ECHA invites the parties concerned to comment on a new proposal for harmonised classification and labelling (CLH) on bisphenol A. The public consultation will be open for 45 days and will end on 11 October 2013.
ECHA publishes final review report on the phthalates DINP and DIDP
The European Chemicals Agency, at the request of the European Commission, has reviewed the scientific evidence on the risks posed by articles containing the phthalates DINP and DIDP. Based on an existing restriction, these phthalates cannot be used in toys and childcare articles which can be placed in the mouth by children. Following a public consultation and an opinion by ECHA's Committee for Risk Assessment on the draft version of the review report, ECHA concludes in its final report that a risk from the mouthing of toys and childcare articles with DINP and DIDP cannot be excluded if the existing restriction were lifted. No further risks were identified. ECHA therefore concluded that there is no evidence that would justify a re-examination of the existing restriction.
New CLH public consultation launched on 1-methyl-2-pyrrolidone
There is already a harmonised entry in Annex VI of the CLP Regulation for 1-methyl-2-pyrrolidone covering skin and eye irritation, reproductive toxicity and specific target organ toxicity – single exposure. The dossier submitter, the Netherlands, proposes the removal of the specific concentration limit (SCL) for reproductive toxicity.
According to the CLH report, 1-methyl-2-pyrrolidone is used for example in the formulation and (re)packing of substances and mixtures, in coatings, cleaning agents, functional fluids, laboratories, agrochemicals and road and construction applications. The public consultation is open from 27 August to 11 October 2013.
The public consultation on the restriction proposal related to manufacturing, industrial and professional uses of NMP will be launched around mid-September.
