Guidance on environmental assessment for essential oils now available

The European industry associations for essential oils have published new guidelines to help companies to fulfil their legal requirements for the environmental assessment of natural complex substances.

ECHA's new quick guide on hazard pictograms

The warning signs for products containing hazardous chemicals are changing. As of 1 June 2017, all products containing the old warning signs must be removed from shops. These range from everyday cleaning products to paints, coatings and industrial chemicals. Our new quick guide explains what the new warning signs mean, what precautions you should take and in what types of products they are most commonly found. The guide is available in 23 EU languages.

Biocides

Update: R4BP 3 unavailable from 1 July at 21:00

A new version of the dossier submission tool for biocidal products, R4BP 3, will be available on 6 July. After the update, the tool will support IUCLID 6 files and submissions to the review programme. To manage the update, ECHA will need to close R4BP 3 in the evening of Friday 1 July (21:00 EEST), to re-open again on Wednesday morning 6 July (10:00 EEST). We apologise for any inconvenience this may cause.

Guidance

Consultation started on the Substance Identity Profile appendix

The ECHA Guidance for identification and naming of substances under REACH and CLP will be updated to include a new appendix on the Substance Identity Profile (SIP). The SIP describes the collectively agreed scope of the joint submission by defining the compositions and forms of the substance that are covered by the jointly submitted data.

A draft of this new appendix has now been sent to the Partner Expert Group (PEG) for consultation and is published on ECHA's website.

Material from use maps workshop published

The materials from the use maps workshop held on 12 May in Brussels are now available. They can be helpful to those sectors who have not yet started to work on use maps to better understand the available templates and support. Downstream sectors are encouraged to develop use maps as soon as possible so that they are available ahead of the 2018 registration deadline and can also be used for any updates.

Board of Appeal

Board of Appeal decision in case A-015-2014 on the interpretation of Article 14

Case A-015-2014 concerned a compliance check decision requesting the appellant to perform an environmental exposure assessment and risk characterisation as additional steps of risk assessment. The substance was classified as dangerous to human health under the CLP Regulation. It was not classified as dangerous to the environment although testing showed some adverse effects in the environment. The appellant argued, in essence, that the Agency could not request the additional steps of risk assessment for the environment in this case as the substance was only classified as dangerous to human health.

The Board of Appeal dismissed the appeal and concluded that the additional steps of risk assessment, namely exposure assessment and risk characterisation, must cover all hazards identified by a registrant if the substance meets one of the criteria of Article 14(4) of the REACH Regulation.

Calls for information

ECHA launches targeted consultation on the harmonised classification and labelling of acetaldehyde

ECHA's Committee for Risk Assessment needs further information on the proposal for harmonised classification and labelling of acetaldehyde (EC 200-836-8; CAS 75-07-0). Interested parties are invited to submit comments by 20 July 2016.

Consultation on harmonised classification and labelling

ECHA is seeking comments on the harmonised classification and labelling proposals for: N,N-diethyl-m-toluamide; deet (EC 205-149-7, CAS 134-62-3). The substance is used as an active ingredient in insect repellent products. It has an existing harmonised classification and labelling entry (CLP Regulation, Annex VI, No. 616-018-00-2). Comments are invited on the following hazard classes: acute toxicity, germ cell mutagenicity, carcinogenicity, reproductive toxicity, specific target organ toxicity — single exposure and hazardous to the aquatic environment. Comments should be submitted by 15 August 2016.
