Public consultation on the interface between legislation on chemical, product and waste

The European Commission has launched a public consultation which builds upon its analysis of the interface. Any interested party, including private citizens, companies, organisations and public authorities, are welcome to contribute. The questionnaire is available in 23 EU languages and comments can be submitted in any of those languages.
The deadline for comments is 29 October 2018.

Lead in gunshot opinion now available 

The final opinion of the Committees for Risk Assessment (RAC) and Socio-economic Analysis (SEAC) to restrict lead in gunshot used on wetlands is now available on ECHA's website.

Public consultation on harmonised classification and labelling

ECHA is looking for comments on the harmonised classification and labelling proposals for 7-oxa-3-oxiranylbicyclo[4.1.0]heptane; 1,2-epoxy-4-epoxyethylcyclohexane; 4-vinylcyclohexene diepoxide (EC 203-437-7; CAS 106-87-6). It is mainly used as a chemical intermediate and as a reactive diluent in epoxy resins. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on acute toxicity (all routes of exposure), germ cell mutagenicity, carcinogenicity and reproductive toxicity hazard classes.

The deadline for comments is 19 October 2018, 23:59 Helsinki time.

New proposals to harmonise classification and labelling

Six new proposals to harmonise classification and labelling have been submitted for:
  • dimethomorph (ISO); 4-(3-(4-chlorophenyl)-3-(3,4-dimethoxyphenyl)acryloyl)morpholine (EC 404-200-2, CAS 110488-70-5);
  • 1,3-bis(isocyanatomethyl)benzene (EC 222-852-4, CAS 3634-83-1);
  • 1,3-bis(1-isocyanato-1-methylethyl)benzene (EC 220-474-4, CAS 2778-42-9);
  • 2,4,6-triisopropyl-m-phenylene diisocyanate (EC 218-485-4, CAS 2162-73-4);
  • 3,3'-dimethylbiphenyl-4,4'-diyl diisocyanate (EC 202-112-7, CAS 91-97-4);
  • 1,5-naphthylene diisocyanate (EC 221-641-4, CAS 3173-72-6).

Do you need to notify your use of trichloroethylene?

On 10 August 2018, the Commission granted an authorisation to Blue Cube Germany Assets GmbH&Co. KG for five uses of trichloroethylene (EC 201-167-4; CAS 79-01-6).

If this company supplies this substance to you directly or indirectly, the authorisation number(s) should be included in their extended safety data sheet (e-SDS) and on the labels.

You need to comply with the conditions of the authorisation described in the e-SDS and notify ECHA within three months after the first delivery of the substance, providing occupational exposure data and a written declaration as described in the decision, if relevant. ECHA forwards this information to the authorisation holder, who may use it to prepare review reports for extending the authorisation period. For use in cleaning industrial parts, the first exposure measurements are due by 3 February 2019 and should be included in a notification to ECHA as soon as possible (review report due by 21 April 2019).
