Report: ECHA’s scrutiny has a profound impact on authorisation decisions

According to ECHA’s report, the requirements for authorisation have introduced stricter controls of use and have therefore reduced risks from harmful chemicals to workers and the population at large. They have often led to early substitution to safer alternatives. Where applicants made a convincing case that substitution was not possible, the recommended authorisations permit them to continue using substances of very high concern and to avoid substantial costs to society.

REACH

European Commission authorises two uses

The European Commission has granted authorisations for two uses of chromium trioxide (EC 215-607-8; CAS 1333-82-0) by Praxair Surface Technologies GmbH. The review periods expire on 21 September 2024 and 21 September 2029. A total of 100 authorisations have been granted to date.

The IUCLID Cloud is a simpler way for SMEs and the consultants helping them to prepare a dossier online without any need to install IUCLID. It enables collaboration, gives automatic updates of IUCLID, fully managed back-ups and 24/7 availability of service. Your data is stored and safe at ECHA.

Update to REACH 2018 statistics – 11 000 registrations submitted for the last deadline

The statistics about the registrations for the May 2018 deadline have been updated. 11 209 registrations have been submitted for 5 271 substances. The biggest number of registrations come from Germany, the United Kingdom and the Netherlands.

New proposals and intentions to harmonise classification and labelling

Five new intentions to harmonise the classification and labelling were received:

  • 3,3'-dimethylbiphenyl-4,4'-diyl diisocyanate (EC 202-112-7; CAS 91-97-4) and
  • 1,3-bis(isocyanatomethyl)benzene (EC 222-852-4; CAS 3634-83-1) from Germany.
  • 6,6'-di-tert-Butyl-2,2'-methylenedi-p-cresol (EC 204-327-1; CAS 119-47-1) from Denmark.
  • pendimethalin (ISO); N-(1-ethylpropyl)-2,6-dinitro-3.4-xylidene (EC 254-938-2; CAS 40487-42-1) and
  • (2Z,4E)-5-[(1S)-1-hydroxy-2,6,6-trimethyl-4-oxocyclohex-2-en-1-yl]-3-methylpenta-2,4-dienoic acid; S-abscisic acid (EC 244-319-5, CAS 21293-29-8) from the Netherlands.
A new submission to harmonise the classification and labelling was received from the United Kingdom for:
  • manganese ethylenebis (dithiocarbamate) (polymeric) complex with zinc salt (EC -, CAS 8018-01-7).

Register now: Stock-taking Conference on the Implementation of REACH Authorisation
13-14 November 2017

ECHA, together with the European Commission, will organise a conference on applications for authorisation on 13-14 November in Helsinki.

The purpose of the conference is to assess the evolution and achievements of the authorisation process in terms of the progression of substitution, proper control of risks and cost-effectiveness. There will also be a chance to discuss how to improve the process.

The registration for this free-of-charge conference will be open until 9 October.

Are you an EU importer, producer or supplier of articles? Then you may have communication and notification obligations if your articles contain Candidate List substances. Call for evidence on Dechlorane PlusTM

The UK has submitted a proposal to identify Dechlorane PlusTM (DP) as a substance of very high concern (SVHC) under the REACH Regulation. The purpose of this call for evidence is to gather information to help us make informed decisions about the need for additional regulatory risk management actions.

Interested parties are invited to submit information via a questionnaire available at the link below.

This call for evidence is open until 20 October 2017.
