The manual, first published in English in April 2016, is now available on ECHA’s website in 23 EU languages.

Registry of Intentions updated
Two new dossiers for harmonised classification and labelling were submitted by the United Kingdom:
- paclobutrazol (ISO); (2RS,3RS)-1-(4-chlorophenyl)-4,4-dimethyl-2-(1H-1,2,4-triazol-1-yl)pentan-3-ol (CAS 76738-62-0);
- imiprothrin (ISO); reaction mass of [2,5-dioxo-3-(prop-2-yn-1-yl)imidazolidin-1-yl]methyl (1R,3S)-2,2-dimethyl-3-(2-methylprop-1-en-1-yl)cyclopropanecarboxylate and [2,5-dioxo-3-(prop-2-yn-1-yl)imidazolidin-1-yl]methyl (1R,3R)-2,2-dimethyl-3-(2-methylprop-1-en-1-yl)cyclopropanecarboxylate (EC 428-790-6; CAS 72963-72-5).

Restriction dossier for Diisocyanates submitted
Germany submitted a proposal to restrict diisocyanates (EC: n.a.) as substances on their own, as constituents in other substances or in mixtures for industrial and professional uses, unless certain criteria are met. ECHA's committees are currently performing a conformity check on the dossier. ECHA has published the dossier on its website to increase transparency and to help stakeholders prepare for the six month public consultation on the dossier. The public consultation is expected to start mid November 2016 if the dossier passes conformity.

R4BP 3 and SPC Editor unavailable 24-27 October
New versions of R4BP 3 and SPC Editor will be available on 27 October. The applications will therefore not be available during the update from 24 October at 09:00 until 27 October at 10:00. We apologise for any inconvenience caused.

New version of ePIC available
ECHA has published an update to the IT tool used for submitting export notifications under the Prior Informed Consent (PIC) Regulation. The revision enables companies to:
- Get an alert if there are duplicate submissions of an export notification.
- Resubmit Article 10 reports if requested by the national authorities. The Article 10 report is an annual report on the exact quantities of chemicals shipped to or from each non-EU country.
In addition, certain tasks for the national authorities have been automated, which will reduce the overall processing times for notifications. The ePIC user manuals have been updated to reflect these changes.

Guidance
Translations of Guidance on the PIC Regulation published
ECHA has published translations into the remaining eight EU languages of its Guidance for implementation of Regulation (EU) No 649/2012 concerning the export and import of hazardous chemicals (version 1.1). The translations of the guidance correspond to the English-language text of the corrigendum published in July 2015 to also take into account the full entry into force of the CLP Regulation. This document is now available in 23 official EU languages.

Translations of updated Guidance on framework for exposure assessment published
The updated Guidance on Information Requirements and Chemical Safety Assessment (IR&CSA), Part D (Framework for exposure assessment) is now available in 23 EU languages on our website.
The update consists of a full revision of the guidance. The main aims were:
- to produce a more concise document explaining the key principles and content elements to be considered when carrying out an exposure assessment under REACH; and
- to reflect the experience from the registration process so far.
The updated guidance integrates information from other IR&CSA guidance documents including relevant sections from the now obsolete Part F. To reflect the revised scope, the guidance title has also changed (from “exposure scenario building” to “framework for exposure assessment”).

Downstream users
Communication is key to chemical safety: ECHA, Cefic and DUCC join forces
The EU chemical industry, together with ECHA, took an important step earlier this month towards enhancing communication around chemical safety by making a joint statement. It covers the combined efforts of ECHA, the European Chemical Industry Council (Cefic) and the Downstream Users of Chemicals Co-ordination group (DUCC) to improve communications along the supply chain for the use of chemical products in Europe.
