ECHA proposes nine substances for authorisation

Nine substances of very high concern (SVHCs) are recommended to be added to the REACH Authorisation List. They have been prioritised from the Candidate List because of their high volume and widespread uses, which may pose a threat to human health, or may be used to replace other substances already on the Authorisation List.

Last call to pre-register your low volume chemicals

To benefit from the extended deadline for registering existing, low volume chemicals by the last REACH registration deadline, you need to have pre-registered your substance with ECHA. If you manufacture or import a substance for the first time at or above 1 to 100 tonnes per year, and your substance is not a known carcinogen, mutagen or toxic to reproduction, you can still pre-register within six months of starting the activity, and at the latest by 31 May 2017 – one year before the deadline.

Issue with bulk editing function in Chesar 3.1

A critical issue in the bulk editing function has been discovered in the recent release of Chesar (3.1). We are fixing it now and a new version of the tool will be released by mid-December. We apologise for the inconvenience.

List of lead registrants updated

ECHA has updated the list of substances for which a lead registrant has been declared in REACH-IT. The list now includes 7 996 substances.

This feature is part of the improvements following the outcome of the customer insight research project, which many of you gave input to. ECHA’s scientists promote alternative strategies for acute toxicity to reduce animal tests

A study by five ECHA scientists, led by Andrea Gissi and Kimmo Louekari, has been featured in the scientific journal ALTEX. The paper analyses data in the REACH registrations database that supports using weight-of-evidence approaches to cover the standard REACH requirements for acute toxicity. The authors conclude that using a weight-of-evidence approach, combined with other relevant information, could save an estimated 550 studies for substances expected to be registered for the REACH 2018 deadline.

Substitution of hazardous chemicals: two new case studies published

We just published two new case studies promoting the benefits of substituting hazardous chemicals.

The Adidas Group shares best practice from working with their supply chain to replace per- and polyfluorinated chemicals (PFCs) in their sporting goods. INERIS, the French national competence centre for industrial safety and environmental protection present their website that supports companies interested in substituting bisphenols.

  • Ozone (EC 233-0169-2; CAS 10028-15-6).

A new CLH dossier was submitted by Sweden:

  • Zinc pyrithione (EC 236-671-3; CAS 13463-41-7).

An intention was withdrawn by Portugal:

  • esfenvalerate (ISO); (αS)-α-cyano-3-phenoxybenzyl (2S)-2-(4-chlorophenyl)-3-methylbutyrate (CAS 66230-04-4).

List of successful notifiers of active substances available

A list of those substance and product-type combinations for which a compliant notification for inclusion in the review programme has been made is now available on our website. The list also includes the names of the notifying companies to help them collaborate to submit an application for approval of the active substance and help avoid unnecessary testing on animals. The active substance and product-type combinations will be added to the Article 95 list when the complete substance dossier is submitted and validated.

Alternatives to animal testing and international data sharing discussed with NGOs

ECHA met with stakeholders representing civil society at the NGO-ECHA Platform meeting to discuss the latest developments related to alternatives to animal testing. The meeting covered new requirements for skin sensitisation, the use of the Fish Embryo Acute Toxicity (FET) test, the status of expected testing proposals for the extended one-generation reproductive toxicity study (EOGRTS) and international data sharing.

The toolbox is designed as a comprehensive resource portal for information relevant to conducting an alternatives assessment.

The webinar is organised by the US Environmental Protection Agency and Abt Associates.

Webinar: Enhancing European efforts to substitute substances of very high concern

The webinar will provide an overview of the key findings of the September 2016 report on informed substitution from the University of Massachusetts Lowell. It will look at the obstacles to substitution and opportunities identified. It will also give recommendations to enhance substitution support and related alternatives assessment activities in EU authorities, as well as addressing stakeholder feedback and ECHA's near-term plans.

The webinar is organised by the Lowell Center.
