Limited services at year-end
ECHA will be closed from 23 December to 2 January. This affects the availability of REACH-IT and support through our contact forms.
The dossier submission and communication tool, REACH-IT, will close on 22 December at 12:00 and reopen on 3 January 2017 at 10:00 Helsinki time.
The biocides submission tool, R4BP 3, and the IT tool for PIC notifications, ePIC, will remain open.
If you submit an enquiry to us through the contact forms or an application through R4BP 3, we will process those as of 3 January 2017.

REACH
Update of the Candidate List in January 2017
The next update of the Candidate List of substances of very high concern (SVHCs) will be in January 2017. While in previous years we have updated the list in December, a later update is necessary due to the timing of the Member State Committee (MSC) meeting. While the cases for identification as SVHCs will be concluded by the MSC in December, the legal obligations related to these substances will only apply from the date of their publication in the Candidate List.

New intention to harmonise classification and labelling
A new intention has been received to harmonise the classification and labelling of glyoxylic acid (EC 206-058-5; CAS 298-12-4).

Board of Appeal decides against a substance evaluation decision appeal for octocrilene
In Case A-013-2014, the Board of Appeal dismissed the Appellant’s claim that a substance evaluation decision should be annulled on the grounds that the decision should also have been addressed to a company that had registered the substance after the draft decision had already been sent to certain registrants for comments.

Substances to be registered by 31 May 2018
Are the substances critical to your business going to be registered? ECHA maintains a list of substances for which there is visible progress - the substance is already registered or, as a minimum, the lead registrant has started the work towards joint registration in REACH-IT. If you don't know whether your critical substances are registered (no registration number in the safety data sheet) or not, and can't find them on the list, contact your suppliers and ask about their registration intentions. The list is updated on a monthly basis.

Guidance
New Biocides Transitional Guidance document published
ECHA has published a new Biocides Transitional Guidance document, concerning the methodology for evaluating efficacy tests for rodenticides, product type 14. This Transitional Guidance document will be incorporated into Volume II of the new Biocidal Products Regulation Guidance structure, early next year.

New draft for REACH guidance update available
Two new drafts for updated ECHA guidance on REACH have been sent for the next consultation step:
- Guidance on recommendations for nanomaterials for environmental endpoints sent for MSC consultation, and
- Guidance on recommendations for nanomaterials for human health endpoints sent for MSC consultation.
The new drafts have been uploaded to the ongoing guidance consultations page on ECHA's website.
Potential registrants for the 2018 deadline may be interested in already viewing the new draft documents.
