ePIC tool update: national authorities now able to finalise reports submitted by companies

A new version of the IT tool for exporters and importers under the Prior Informed Consent (PIC) Regulation, ePIC, has been published. The update allows national authorities to edit and accept the export and import reports submitted by companies. Under Article 10 of PIC, during the first quarter of each year, companies are obligated to provide information on the actual quantities of chemicals exported or imported during the previous year.

New public consultation for harmonised clasification and labelling on the pesticide clethodim launched

ECHA has launched a 45-day public commenting period on the harmonised classification and labelling (CLH) proposal for clethodim (ISO); (5RS)-2-{(1EZ)-1-[(2E)-3-chloroallyloxyimino]propyl}-5-[(2RS)-2-(ethylthio)propyl]-3-hydroxycyclohex-2-en-1-one, submitted by the Netherlands. Clethodim is a selective herbicide for use on sugar beet and currently does not have a harmonised classification. The dossier submitter is proposing classification for acute toxicity, skin sensitisation and as hazardous to the aquatic environment. The final date for submitting comments is 26 May 2015.

Registry of Intentions updated

Four new intentions for harmonised classification and labelling were added to the Registry of Intentions. The intentions are for flumioxazin (ISO) (CAS 103361-09-7), pentasodium (carboxylatomethyl)iminobis(ethylenenitrilo)tetraacetate (EC 205-391-3 ), dibenzo[b,def]chrysene (EC 205-878-0) and N-carboxymethyliminobis(ethylenenitrilo)tetra(acetic acid) (EC 200-652-8).

The CLH dossier for 2-methoxy-4-(prop-1-enyl)phenol (EC 202-590-7 ) was submitted by the dossier submitter (Netherlands) on 26 March 2015.

The Swedish competent authority withdrew the CLH dossier for bis(1-hydroxy-1H-pyridine-2-thionato-O,S)copper (EC 238-984-0) on 11 March 2015.

Risk management option analysis finalised for two substances used in drain cleaning products for consumer use

The Swedish Chemicals Agency (KEMI) has finalised its risk management option analysis (RMOA) for potassium hydroxide (EC 215-181-3) and sodium hydroxide (EC 215-185-5). The analysis focused on the use of the substances in drain cleaning products for consumers. The outcome was that there is no need to initiate further regulatory risk management action at EU level at this time. Sweden however suggests some non-regulatory actions (industry voluntary action), which effects would be evaluated and the need for regulatory actions (e.g. restriction) reconsidered in 2017. Joint cross-sector workshop on Alternatives for Skin sensitization testing and assessment

23-24 April 2015, Helsinki

Cefic-LRI, in co-operation with Cosmetics Europe and EPAA, is organising a workshop to discuss Alternatives for Skin Sensitization testing and assessment.

The workshop will present an update on the current status in the development and integration of alternative approaches to animal testing in the skin sensitization area. It will primarily be built around different case studies— for assessing hazard and potency currently being discussed in OECD Integrated Approaches to Testing and Assessment (IATA) activities focusing on skin sensitization as well as additional approaches.

The workshop will be hosted at ECHA in Helsinki and is upon invitation only.
