Prior Informed Consent
New EU Regulation for export and import of hazardous chemicals enters into operation
From 1 March 2014, new rules concerning the export and import of very hazardous chemicals will be implemented, when the revised Prior Informed Consent (PIC) Regulation becomes operational. At the same time, the European Chemicals Agency (ECHA) will take over the administrative and technical responsibility from the Joint Research Centre of the European Commission.

Ninth Stakeholders' Day – conference programme published
21 May, Helsinki
The programme features three plenary sessions covering the next REACH registration deadline, evaluation and supply chain communication, as well as risk management and classification and labelling (CLP).
ECHA also offers one-to-one support sessions for all participants on key REACH and CLP topics, giving a unique opportunity for small companies to receive hands-on support ahead of the deadline.

CLH consultations for E-glass fibres, glass fibres and dicyclohexyl phthalate
The CLH reports for E-glass fibres and glass fibres of representative composition, submitted by France, propose respectively classification for Carcinogenicity 1B (H350i with note R) and Carcinogenicity 2 (H351 with note R) according to the CLP Regulation (1272/2008). The fibres are used in applications such as general or specific air and liquid filtration in industry, public and residential buildings, separation in battery and insulation in aeronautics.
The CLH report for dicyclohexyl phthalate, submitted by Sweden, proposes classification for reproductive toxicity and skin sensitisation. The substance is a common plasticiser in the production of various polymer resins (including nitrocellulose and polyvinyl chloride) and is also used in paper finishes and printing inks.
The public consultation for the three substances opens on 5 March and the deadline for submitting comments is 22 April 2014.

Four new public consultations for identification as SVHCs launched
The new substances are: 1,2-benzenedicarboxylic acid, dihexyl ester, branched and linear (Sweden), cadmium chloride (Sweden), sodium perborate, perboric acid, sodium salt (Denmark) and sodium peroxometaborate (Denmark). Further details on the substances are available in the consultation table.

Germany and Norway's call for information on PFOA and PFOA-related substances
The German and Norwegian authorities have launched a call for information to identify uses, quantities and the availability as well as technical and economic feasibility of alternatives in terms of PFOA and PFOA-related substances. The information will be used for the scope and in the assessment of feasibility of alternatives in the preparation of the Annex XV restriction dossier. Germany and Norway invite anyone who could be affected by this possible restriction or who holds relevant information to give comments before 30 April 2014 by filling in an online questionnaire available in the link below. This call does not replace the public consultation organised by ECHA should Germany/Norway propose a restriction.

Fifth seminar on applications for authorisation - 28-29 April 2014 - Apply before 14 March
From 28 to 29 April 2014, ECHA will host a new edition of this event which already took place in the three previous years. The aim is to raise the overall understanding of potential applicants on the authorisation application procedure through presentations, discussions and feedback from industry.
The application process for selecting participants will remain open until 14 March.

First workshop on applications for authorisation - 29-30 April 2014 - Apply before 14 March
From 29 to 30 April 2014, ECHA will organise a workshop for stakeholders with an advanced knowledge on the authorisation process. They comprise companies who have prepared or are in the process of preparing an application. The focus for this workshop will be on sharing experience between previous and future applicants and for ECHA to get feedback on the workability of the application process.
The application process for selecting participants will remain open until 14 March.
