ECHA's administrative charges will change

At the beginning of October, the General Court annulled the Agency's decision to impose an administrative charge on a company for checking its company's size. ECHA has looked carefully at the Court's judgement and has considered what changes it should make to bring the charging practice into line with the Court's decision. ECHA's Management Board will discuss the changes to the charges at their meeting in December.

New CLH consultations launched on salicylic acid and dichlofluanid

ECHA has started a 45-day public commenting period on the harmonised classification and labelling (CLH) proposal for the industrial chemical salicylic acid, and the biocide dichlofluanid.

The CLH proposals for salicylic acid (EC number 200-712-3) was submitted by the company Novacyl S.A.S. The substance, which is used among others in cosmetics, cleaning agents, fertilizer formulations and tyre manufacturing and retreading, does not have a harmonised classification. The dossier submitter is proposing classification for acute toxicity and eye damage, but data is provided for other hazard classes as well. Dichlofluanid (EC number 214-118-7) is used in the EU as a biocidal active substance in wood preservatives, film preservatives and antifouling products. The substance has already a harmonised classification, and the dossier submitter, the UK, is proposing to revise the classification for skin sensitisation and remove the minimum classification for acute toxicity (inhalation). The final date for submitting comments for the two proposals is 12 December 2014.

Webinar on mixture classification and communicating safe use of mixtures – log into the webinar on time

5 November 2014, 11:00 – 13:00 Helsinki Time (EEST, GMT +2)

We expect 1 000 participants, so log into the webinar in due time, even a few minutes earlier. If you leave it to the last moment or log in after the webinar has started you might face some delays.

Due to the high demand, we will organise a re-run of the webinar at a later date. The recording of the webinar will be played and you will have the possibility to ask questions to our specialists during this time. The exact date of the re-run will be communicated through our e-News and published on the ECHA website as soon as possible. We thank you for your understanding and hope you find the webinar useful.

The webinar covers the classification of mixtures and how information on their safe use can be communicated in the supply chain. It aims to help formulators and importers understand and implement their obligations according to the REACH and CLP regulations for mixtures.

In anticipation of the 2015 deadline for classifying mixtures according to CLP, the webinar describes the steps a supplier should take to (re)classify mixtures. It also describes how formulators can handle and communicate the information they receive in exposure scenarios for hazardous substances. The related REACH and CLP obligations are outlined and participants are guided to the wide range of support material that is available to help fulfil their obligations.
